Digital, Data and Technology
Science and Innovation Committee

NPCC Innovation and Digital summit 2025

A landmark event, looking ahead at an innovative future for policing.

Today marks the last day of the National Police Chiefs' Council (NPCC) Innovation and Digital summit 2025, jointly hosted by the NPCC Digital, Data and Technology and Science and Innovation Coordination Committees, in close collaboration with the Office for the Chief Police Scientific Adviser and Police Digital Service.

Over three days, over 800 delegates from across policing, Government and industry joined together to explore what the future for policing might look like, with a focus on the need for better collaboration between law enforcement and industry to utilise technology and transform the way we operate.

With an action packed agenda, speakers from across all areas have shared their views on the important role of technology, not least with Sir Brian Leveson who highlighted how fragmentation and inconsistencies between policing IT impacts the wider criminal justice system, touching on the benefits of a nationally consistent approach to technology, to promote efficiencies and deliver a better service to the public.

Last night, the NPCC Innovation and Digital awards took place, celebrating the fantastic work already taking place to transform our service.

In drawing to a close today, those in attendance  were encouraged to use the momentum from the event to continue on the trajectory towards a modernised, more efficient and empowered police service.

Chief Constable Rob Carden, NPCC Lead for Digital, Data and Technology, said:

This summit alone is indicative of just how much appetite there is across policing to embrace technology and modernise.

Digital, data and technology isn’t a support function. It’s intrinsically linked to robust operational policing and above all, the protection of the public we serve. It should be the arrowhead of police reform, whatever that may look like.

Smarter, targeted investment will be key to driving this forward, which is why we have launched our National Prioritisation Model to align local need with national priorities and wider policing strategy, to ensure we make investments that have the biggest impact on public safety.

Advice and guidance from those with technical expertise will be key to that endeavour. Our partnership with TechUK and our collaboration with industry across this very event shows how serious we are about embracing the knowledge of others and bridging the gap between policing and the private sector.

As we become increasingly digital in the decades to come, we must also look inwardly and ensure our own workforce are digital and data literate. I’m delighted to announce that alongside the NPCC Digital, Data and Technology Coordination Committee, the Police Digital Service have secured access to the British Computing Society for officers and staff across all 43 forces.

As the Chartered Institute for IT, this will ensure our teams are empowered to develop their skills on an ongoing basis, with access to an array of digital qualifications and certifications.

This is just the start, with conversations around the need for investment in our own workforce set to continue as a priority, in action.

Chief Constable Jeremy Vaughan, NPCC Lead for Science and Innovation, said:

The past three days have been tremendous — not only in helping shape our vision for the future of policing, but in recognising the work already underway to transform our service and strengthen public safety. Last night’s NPCC Innovation and Digital Awards were a great example of that progress, bringing together innovators from across policing to celebrate ideas making a real difference.

We must continue to engage with our teams of brilliant people, academia, and communities to ensure those most affected by the changes we make have the opportunity to influence decisions at every level.

Collaboration with industry will be a key driver in that effort, helping us balance the art of the possible with daily operational demands and the need for cost efficiency.

Transparency will remain at the heart of any change we deliver.

By publicly launching the NPCC Problem Book, we’re opening a conversation with industry on the challenges faced by policing and the public — and exploring how existing technologies might help us solve them.
