Chief officers discussed proposals for a new coordinating body

At ACPO Conference in Harrogate on June 19 2014, ACPO members discussed proposals to enable operationally independent and locally accountable chief constables to coordinate the work of the police service in order to protect the public

ACPO President Sir Hugh Orde said:

"Chief officers yesterday discussed proposals for a new coordinating body. The proposals are designed to enable operationally independent and locally accountable chief constables to coordinate the work of the police service in order to protect the public.

"Discussions were lively and positive considering a range of issues in relation to the formation of a new body within the policing landscape.

"All ACPO members will be balloted on the functions and legal structure of the new body, which would implement recommendations of the Parker Review. The proposals follow detailed work by an implementation group comprising chief officers and Police and Crime Commissioners."

Further information

The proposed functions of the new body are:

Coordination of national operations including defining, monitoring and testing force contributions to the strategic policing requirement.

Command of counter-terrorism operations and delivery of counter-terrorist policing through the national network as set out in a S22A agreement.

Coordination of the national police response to national emergencies and the mobilisation of resources across force borders and internationally.

National operational implementation of standards and policy as set by the College of Policing and government.

Working with the College, development of joint national approaches on criminal justice, value for money, service transformation, information management, performance management and technology.

Working with the College (where appropriate), development of joint national approaches to staff and human resource issues (including misconduct and discipline) in line with chief constables' responsibilities as employers.

The new body will be hosted by a police force while remaining independent.
