ACPO response to public order tactics: Kirkin report

ACPO lead on public order Chief Constable Ian Learmonth said:

“The Keeping the Peace manual provides a range of tactics for use in public order situations. The key for deployment of any tactic is that it must always be justified and proportionate to the situation. Large scale protests constantly challenge and test the police service. No two events are the same and the approaches of protesters and police continually evolve as does the need to review our guidance.”
